About MannCert

MannCert Ltd is an independent certification body incorporated in England and Wales. Its sole function is the conformity assessment of implementations claiming alignment with the Progressive Depletion Minting (PDM) standard.

MannCert exists to provide a credible, transparent, and impartial mechanism for verifying that implementations meet the requirements defined in the published PDM Conformance Standard.

Purpose

• Define and maintain the conformance standards against which implementations are assessed

• Conduct or commission independent assessments of candidate implementations

• Issue, maintain, suspend, or revoke certification based on assessment outcomes

• Operate the MannCert Registry as a public record of certification status

• Administer enforcement actions where certified implementations fall out of conformity

Independence

MannCert operates independently from the framework developer, the licensing authority, and any individual implementation. Certification decisions are made solely on the basis of conformity evidence assessed against published standards.

MannCert does not advocate for or against adoption of PDM. It does not advise on implementation design, commercial strategy, or regulatory positioning. Its function is limited to conformity assessment, registry maintenance, and enforcement.

Relationship to the Framework Body

MannCert and the PDM framework body (Mann Mechanics) are separate entities with distinct functions:

The framework body develops, publishes, and stewards the PDM framework. It handles licensing discussions, provides interpretive guidance, and publishes sector specifications.

MannCert assesses conformity against published standards. It does not develop the framework, provide guidance on its application, or grant implementation rights.

Certification does not grant a licence. A licence does not grant certification. Both may be required depending on the implementation context. The two functions are governed by separate companies under separate legal instruments.
