Governance

This page describes the governance arrangements under which MannCert Ltd operates.

Governance Principles

Impartiality: certification decisions based solely on conformity evidence

Transparency: standards, processes, and governance publicly documented

Accountability: all decisions recorded, auditable, and subject to appeal

Independence: MannCert operates independently from the framework developer, the licensing authority, and all certified or applicant entities

Proportionality: structures and enforcement proportionate to certification scale

Corporate Structure

MannCert Ltd is incorporated in England and Wales and registered at Companies House. The company is currently directed by its sole director. Governance is structured around published instruments, documented decision-making, and auditable processes that ensure certification outcomes are anchored in standards rather than individual discretion.

Governance Safeguards

All assessments conducted against published, versioned normative standards available for external review

All certification decisions documented with written rationale and supporting evidence

All decisions subject to the published Appeals Procedure

Conflict of Interest and Independence Statement establishes institutional separation from the framework body

Enforcement and Revocation Charter defines grounds and procedures, removing discretion

Registry operates with cryptographic chaining for tamper-evident integrity

Governance Evolution

Current Phase: Published Safeguards

Certification operates under published standards, formal governance instruments, and defined appeals procedures. All processes produce auditable outcomes.

Next Phase: Independent Review Capacity

As certification activity grows, MannCert will appoint independent reviewers with relevant professional expertise for assessment review, appeals, and governance oversight.

Future Phase: Formal Oversight Structure

At appropriate scale, MannCert will establish a formal governance body with independent membership. Its composition and mandate will be published when established.
