Complaints & Appeals Process

1. Scope

Applies to:

•       Certification decisions including refusal, conditions, suspension, or revocation

•       Assessment conduct

•       Registry errors

•       Enforcement actions

•       Personal data handling concerns

Does not apply to:

•       The PDM framework itself (refer to the framework body)

•       Licensing disputes (refer to the intellectual property rights holder)

•       Matters requiring immediate legal action

2. Principles

Fairness, auditability, proportionality, non-retaliation, and confidentiality.

3. Complaints

Subject: Complaint – [Organisation] – [Reference].

Include the following:

Full name, role/title, organisation name, description, dates, impact, and remedy requested.

4. Response

Acknowledged within 5 business days. Outcome within 20 business days unless complex.

5. Outcomes

No action, correction, amendment, guidance, formal response, or legal referral.

6. Appeals

Deadline: 21 calendar days from the decision.

Grounds: new evidence, material factual error, procedural error, or unreasonable interpretation. Appeals are not a re-run of the original process.

7. Appeal Review

Reviewed independently to the extent practicable. Acknowledged within 5 business days; outcome within 20 business days. The appeal outcome is final within the MannCert process.
