
All MannCert assessments are conducted against the published PDM Conformance Standard. This page describes the structure and scope of the standard and the normative documents that govern the certification process.
The core specification defines the behavioural and structural requirements that a conforming PDM implementation must satisfy. It covers depletion metric computation, threshold scheduling, trigger conditions, issuance constraints, progressive scarcity enforcement, and audit trail requirements. This is the primary assessment reference.
The test vectors provide deterministic reference scenarios against which implementations can be verified. Each test vector defines input conditions, expected outputs, and pass/fail criteria.
This document defines the interpretive authority and precedence rules governing how the conformance standard is applied. Where ambiguity arises, the governance document establishes precedence and resolution.
• Depletion metric computation: correct computation of depletion from observed system state
• Threshold behaviour: monotonic decrease with cumulative supply within defined bounds
• Trigger conditions: issuance only when depletion meets or exceeds threshold with cooldown satisfied
• Issuance constraints: bounded by safety, capacity, and sizing rules
• Progressive scarcity: finite supply budgets and increasing constraint over time
• Audit trail: complete, verifiable record of inputs, calculations, and outcomes
• Parameter governance: explicit, documented, and subject to defined governance rules
• Whether the implementation achieves a particular outcome
• Whether the implementation is commercially viable or suitable for a given purpose
• Whether the implementation holds a valid licence
• The quality of the adopting institution’s governance beyond the certified scope
Standards are versioned and dated. Certification is issued against a specific version. Renewal assessments use the current version.
